Requesting to Switch Adobe Software License

I need the adobe license to be switched

Can we transfer an Adobe named license for someone who left to a new employee?

Can we transfer a named license for Adobe Creative Cloud to a different user?

1. Please contact the Service Desk and provide the following 
   1. USD email address of user to transfer named Adobe Creative Cloud license from
   2. USD email address of user to assign license to
   3. Departmental approval to transfer license
