Reporting Qualtrics Error Organization has Reached the Maximum User Accounts Allowed

I am sending a preview of my survey to my colleagues to test and they are getting this message:

This organization has reached the maximum user accounts allowed.  Please contact your administrator.
A report is generated with error tag [f2ddf733]

Cause

Ran out of Qualtric's Licenses

Resolution

1.  Please contact the Service Desk with the following information: 
   1. What you were doing
   2. What the error is
