How does the Data Governance Steering Committee select and oversee the data stewards?

Answer

Adopted standards will be implemented at the operational level by a team of named “data stewards.” The full roster of data stewards will comprise at least one data steward from each functional area represented by the committee. Data stewards will be nominated by a current committee member from the same functional area and will be confirmed by the committee. Data stewards may serve concurrently as committee members.

The total number of data stewards is not fixed and is subject to the discretion of the committee. In order for multiple data stewards to be confirmed within a single functional area, non-overlapping scopes of authority must be defined within that area for each steward prior to confirmation.

In confirming data stewards for service, the committee reserves to data stewards the following limited duties and responsibilities:

  1. Ensuring that data standards established by the committee are observed within their respective areas
  2. Adjudicating – in collaboration with other data stewards as needed, and in accordance with established standards where applicable – data access requests within their respective areas; contested access requests are referred by the requester or by the data steward to the committee for resolution
  3. Advising committee members as to the effectiveness of approved, proposed, or potential standards

Once appointed, data stewards will serve permanently, or until an alternate appointment is made from the same functional area. Data stewards should have extensive operational knowledge of the data systems and associated processes within their respective areas and should be familiar with common practical challenges related to data definition, quality, management, access, security, and risk management.
