Error When Trying to Launch Blackboard Transact System

I get the following error when trying to launch the Blackboard Transact system

Error:  Unable to communicate with the Web API server.
The Web API Server FQDN appears valid. Ensure the Web API service is running.

• Windows 10
• Blackboard Transact System
