Hearing an error message: All Circuits Are Busy

Error: Your call cannot be complete as dialed. Please check your number and dial again.

Environment

• Voice over Internet Protocol (VoIP)

Cause

Multiple causes

Resolution

1. Attempt to call using a non-VoIP phone or cellular phone
   1. If the call still does not go through, the issue is with party being called
2. Ensure the number is being properly dialed
   1. For long distance calls, be sure to dial 9, then 1, then the area code, then the seven digit telephone number
   2. For local calls, dial 9 and then the seven digit telephone number
